The actual owners must be held responsible and as the Bahamas doesn't own these craft the owners and their insurers are at the helm for safety for passengers and crew also upkeep of their vessels.

At the moment it is the self proclaimed bad boys and the uneducated who prefer to consider themselves immune, above the law or just disregard any rules put in place for the health benefit of the country and its people - including themselves.
