I hate to say it but Davis is correct. All his suggestions make more sense than what occurred. Furthermore, why are we rewarding our **worst** police chief with a full pension when he chose to end his service to take up a new position? This man is an idiot. He starts the two passport controversy by bragging and then compounds the issue by translating for the PM.
