One thing to keep in mind, a failed emissions taste MIGHT reveal more sinister engine problems. If a vehicle is out of emissions, it may be burning oil or have other misfire issues. you get your nice pretty new Cube onto the island and a few months later the engine implodes...a small emissions test could potentially pick up on that engine being so out of whack, it was about to fail. People just like to make noise to hear themselves talk.
People are foolish to think that whoever is in the market for a $3,000 Cube from Japan is anywhere NEAR to being in the market for a 'NEW' car from a local dealer. That market share does not even enter into the equation of the like of NMC or BB&T or AutoMall partners. It's a minimal $150 to ensure the car is not radiated, has headlights, has wheels, has brakes. People need to seriously rethink what they are going to make noise and cry about. This is a non-issue. That being said, it should relate to ALL countries of used car import, not just Japan.
It is never easy for a business to go through this, and much like firing an employee that may have the where with all to do some mischief before they leave, do you give them 2 weeks notice and run the risk, or do you pay them out and show them the door. In a business like that which has had theft problems, do you advise the staff and stay open for a couple more weeks or a month to give them the opportunity to steal anything of value left in the business to go towards paying the debtors? It may not seem like the nicest way to do things, but when it gets to the stage of liquidators getting involved, unfortunately it has to be a clean break and seal the doors.

Tax it and regulate it SO much that the poor person who may try to farm it, won't be able to turn a profit due to the weight of the taxation and burden of the bureaucratic bullship....
Idiot...we've had to fire numerous people for those same type of words...what ends up with a small disagreement between staff members ends up in death threats...at which point you get a swift police escort off property...
