Big one here make Freeport exempt from laws governing marijuana consumption and use. That alone will fill the hotels.

Harbour Freight the huge tool stores sell 2000 watt generators for $435. By the boatload probably vastly cheaper.
For $150 Million you could buy close to 350,000 generators and give over half the population a a generator.
