If the fuel surcharge is a fuel consumption charge, why is it called a fuel surcharge? These politicians can sure run on. Don't see anything about the appalling service or government and union corruption in his revelations.

Glaring case in point - the leader of our fine islands living the high life in Washington D.C while medical care is denied patients throughout the Bahamas and many are unable to pay their bills or buy groceries..
I would go with the U.K./Canada models over the U.S. The super efficiency and lack of political interference would/will be, of course, a mighty problem.
The bottom line is, the politicians who promote these taxes do not give a fig about The People's health. Look at the HUGE taxes on drink and tobacco. People still drink and smoke, including many high and mighty elected officials. Government just rakes in the taxes. We are soon going to tax ourselves into oblivion and out of the tourist market.
