Whilst i understand needing to close streets for this, why not do it after 9am, when the rush hour traffic is gone. Otherwise as ever people trying to get to work are delayed.
It helps to understand and be educated on VAT. There is only one 7.5% charge on the amount. All those little VAT additions you talk about only amount to 7.5% of the whole item. And at no point should the company consider the VAT as a cost to them to be passed on, as they can reclaim any VAT they have paid against the VAT the customer pays them. Unless they are not VAT registered in which case it is a cost to them.
Govt agreed the sale of Hilton to the Chinese. Hilton always owned that land, not govt, in fact it is owned up to Nassau Street. If the Chinese want to they can block off from there
Britain sold British Airways way back in the 80's when Thatcher privatised a lot of things, since then they have gone on to privatise the Electricity, water, Trains, mail and many other ones.
