One will have to stop the corrupt Civil Servants in the Road Traffic Department first. All to often I have been told how you don't need to take a test to get a license or actually get your car inspected to get an inspection sticker for the renewal of the car license..
The Police also have to get serious about road safety.
When was the last time you got stopped by the police for having bald tires or a headlight that was angled in the eyes of an on coming car? Sure they will stop speeders on a road where the speed limit is outdated and too slow, but it is not because the person is driving dangerously, it is just an easy way to make money.
