like everything in this country- a unified bus system was proposed a loooong time ago and what prevented it was politics and ALL of those owners who don't drive, working behind the scenes. Its obvious that they accepted responsibility- Was that ever the issue? They knew the consequences going in and did what they did anyway. They played their hand and made Minnis play his.
