If the penalties need to be increased then so be it. There is a difference between unlawful sexual inter course and rape. Rape is considered a crime of violence.. That is why the laws were re-written to clearly reclassify statuary rape as unlawful sexual intercourse. So technically if a person rapes an underage girl, technically he can be charged with rape and unlawful sexual intercourse.
