If this type of vigilante justice was working the murder rate would be decreasing and not increasing. Furthermore it only puts more fear in the community when citizens see that anyone can be gunned down anywhere at anytime and no one is ever charged with the murder. Families have to live without closure and in the fact of all the gossip and rumors put out on the streets. And rather than 'getting rid of the bad boys', it causes more good guys to turn bad. They feel there is a need to protect themselves and then there is the desire to revenge the killings of their homies. Most likely they go after the wrong set of people and, as far as anyone knows, the killers who were usually masked can show up to work next day looking respectable or on the next flight off the island or outta the country.

And some would go even beyond that point and say there is a gang operating within the police force. And the rank goes all the way up the khaki uniforms. And once they want you dead, you dead bro. They may not do it themselves but they will put you in certain position that you can't protect yourself Provide certain information. When a shooter can pull up on a car loaded with 4 people and they only kill the person they come for, that ain't no ordinary shooter bro. That's a trained asassin. Trained to kill. IF there are over 6,600 homes without electricity, there definitely are that many more without running water and without toilets. Many of the homes that have no electricity had water pumps that ran of electricity so when the lights went off, so did the water. Then there are those homes that had their water supply disconnected for non-payment. Then the lower end are the homes that never had running water or lights. Most of these would be in the shanty towns or in traditional Bain and Grants town inner-cities, where residents depend on government street-pump supplied water or water from a picture pump over a well. These, in most cases are the lower income families who cannot afford to upgrade to inside toilets/running water, or the illegal immigrant, who will not have the necessary documents to get their water or light connected. Several years ago government went on an initiative where they 'forced' landlords to put in toilets with running water or face hefty fines. Many who complied did it by putting in toilets that operated on an electric pump or connecting to the city water supply. In both instances the plans were not successful because tenants misused and abused the metered water supply running up hefty bills for the landlord or the pump and facilities that ran on the electricity were vandalised or not properly maintained. The toilets became facilities for the neighborhood. So now many of the properties are now mostly abandoned.
Anyone surprised? The way the broadcasting corporation carried on weeks before the election was despicable. Maybe even more heads need to roil to clean that place up.
The fact is that government departments you have to deal with to get a TCC are not organized enough or efficient enough to make this a hassle free and seamless exercise. And this is a major problem with most government run offices. Once you get a certificate it should be valid for a year. National Insurance Department was taking businesses to court for payments that were paid 10-15 years ago and because the companies could not produce receipts dating back then, they had to re-pay the monies, plus interest and a fine in addition, as well as court fees and legal fees. This can sink a small or medium business like so. Even today a business can get a letter of good standing from NIB, but when they go back they get notices that payments going back several years had not been paid. disgusting
What about the MP and minister who had a number of dummy companies set up to do business with the government. Something to do with The Ministry of Housing and NIB. There should be some legal grounds to have him prosecuted. And there are other allegations of misconduct. One allegation is that a certain minister included the cost of his own private work (padding) in government contracts he issued. Then the contractor, once being awarded the contract(s) would complete the private work (which included works in upscale communities) on the goverments' funds and at the peoples expense.
