This article is TRASH. If taxes get raised, Biden said it would be on households that make $400,000 or higher in income. Based on that, over 95% of the households won't have their taxes raised. Also, if you are lucky enough to fall within the "over $400,000 income group" having your taxes raised won't have any effect on your living standard or goals. You will still be able to go out and buy a piece of real estate in the Bahamas (if you so desire).
Now with that said, by far the biggest threat would be the Covid virus and it's effect on the overall global economy. That is a much larger threat than the prospect of slightly higher taxes on the ultra-wealthy.
Maybe we could get Club Med to cover a portion of the cost? This might be especially attractive to Club Med since they have a substantial financial interest in San Salvador. Not too mention, to help ensure the safety of their employees too.
If one of the main issues is a lack of adequate healthcare and/or health facilities on San Salvador... how about fixing that problem? Why not build a new health facility on San Salvador? Don't the residents deserve that anyway? Aren't we living in the year 2021 and not 1905? Let's use this as an opportunity to bring San Salvador up to the modern times and improve their overall health system.
Just to add on... I'm an American and we just returned from a 10-day trip down to Mexico. With airfare, lodging, food, drinks, car rental, excursions, and scuba -- we spent roughly $10,000 on the trip. Was Mexico our first choice -- hell no. Our first choice was the Bahamas. However, due to the excessive entry requirements to visit the Bahamas, we selected Mexico as our destination.
Also, we were completely blown away and impressed with the steps & precautions put in place while in Mexico (when compared to the US). Those ten days in Mexico were the safest days we've felt over the past ten months in the US!! In other words, it can be done and done safely.
That was $10,000 dollars that we would have preferred to spend in the Bahamas!!
There have been several articles written on this topic over the past few months from both sides of the story. By far, this was the most logical and best article written to date. It is concise, gets right to the point, and is easy to understand. Bottom line up front... the vast majority of the $ will flow to BPC and it's shareholders and very little will flow back to the Bahamas government and it's citizens. Yet, the Bahamas will brunt all of the long-term risk and very little of the potential rewards. As most things in life, it comes down to money and false advertising/false hope.
Oil is a dying industry, just like coal. 50 years from now, we all will laugh at oil and it's heyday. Instead of drilling for something that might not be there, here is an idea that is guaranteed to be there -- wind and the sun. Almost every single day there is some form of wind out on the open ocean. In addition, there is also some form of sunlight every day as well. The smarter strategy and cleaner strategy and one with an unlimited supply is WIND and SOLAR. That is obviously the future of energy!!

Just as an FYI... every single seat on our flight to Mexico was full and on the flight back to the US -- every single seat was full.

And if it doesn't? Then what? More drilling elsewhere or shall we move on to a more realistic energy solution like wind and/or solar?
