You can put all the laws you want in place - the PLP just ignore them and there's no legal system to go after them as the legal system is also corrupt. This is what a failed state looks like.
I'm surprised the PLP aren't throwing this election as well, as they did a few election cycles back. They drain the treasury of every penny. They issue year's long exorbitant contracts to friends and families and then they throw the election hoping that the FNM can find a way to put some money back in the cookie jar and stop the economy from falling off the fiscal cliff.
