Sounds to me like the groups are to blame. You can't blame an official who has no power. All he can do is tell the people to start - if the people don't start then what? He can't tell them to go home, he can't deduct points, he can only ask them again to please start. This parade is run like government - show up when you want, dress when you want and most of all - don't mind the rules as they are for the other set of people.
And they still won't listen to the key players for detailed insight. They say they consult but they should name those consultants. My view - they only ask their priest and the good Lord for guidance. Hence our current and constant predicament.

The lack of a fire truck situation is a bit different as government has been failing the Bahamian people from independence.
And all they have to do to immediately alleviate traffic coming from Gladstone road is to widen the waiting area onto the roundabout by 8 ft in order to allow two cars to be waiting instead of one.

The politicians and the police force are fools for allowing this to continue.
Sadly we can only pray that one of their own gets into a serious accident with this bus and only then will the dim light in their tiny brains go on.
