It doesn't matter how much money we bring in we will always run a deficit. We can't help but spend, steal, drink, murder and abuse woman and children. It's who we are!

This lack of progress makes me wonder if all of the men involved are part of some secret society where their first priority is protecting other members. What's the name of that secret society again???

Maybe all of those people who worked got paid and the 900 mentioned above didn't get paid because they didn't do anything. Or they could be deceased individuals who somehow still get paid for years - oops... blame the system.
