I say build a new one just outside the zone while ensuring that there is a special tax for travelers going into the Freeport zone. AND ensure that Hutchison Port Holdings with Grand Bahama Port Authority Group Ltd. are never allowed to build another airport or helicopter pad in the future. Penalize them for being disgusting and greedy corporate citizens!
I say we build another prison on some other island. Next we ask all of the officers at HMP, Fox Hill to attend a meeting **outside** of the prison grounds - and then nuke the place. Then we start fresh.
I again submit that we simply get rid of government in its entirety and hire Disney to come and manage our tings. And just like a mutual fund let there be high-water marks so that if they hit those, they get a piece of the profit.
I am very confident that our government will not fine Carnival more than five hundred thousand dollars for any of these infractions. Actually make that one hundred thousand. Our consecutive governments are simply too scared to fine any foreign entity.
Are the drivers and their cars allowed to go on their merry way after being caught? My guess is.... YES. Do we even have a system in place where a police officer can let someone go with a warning (i.e. go get it licensed immediately) and if that person is caught again later that day on the road they can be identified and charged? Probably not.

What I read was... Mr. Roberts is pissed that he won't be making $750,000 a month on the sale of plastic bags.
It's sad that he saw this as an opportunity to make money rather than to wean the consumer off of single use plastic bags.
