While there are more than one i'm sure that has been doing this device installation, seems to be one in particular who's name keeps getting called. Again, the device is a ruse, a distraction, and could never save the % of a power bill promised. Bypassing a meter makes you a thief,
same as receiving stolen goods. You didn't tief it, but you enjoyin it.

The power co screwed up by arresting individuals, when it was limited liability companies found with suspicious equipment and or wiring diverting power.(per GBPC)
Interesting.
Second, it may well be that the "installer" did the bypass without the Business operator/owners knowledge or consent. That would have to be proven for criminal charges against them.
The installer is at the center of all of this. But again, to prove it was he.....
Or is GBPC now Judge, Jury and executioner?

The "device" installed to save energy is a distraction. Smoke and mirrors.
If at the time of installation one hot leg or two legs of the meter is being bypassed, the savings are attributed to "the Device", not the bypass of the meter, which is theft.
The one really has nothing to do with the other, except they are done at the same time.
The reality is bypassing the meter can save 30, 50 70% of a given power bill through theft, by not recording a portion of the power used. It is a criminal act.
The capacitor bank (and other power factor correction devices) is a legitimate device used in industrial/commercial applications to correct phase angle and makes motor loads run cooler, more efficiently. It cannot save 30, 50, 70% on a power bill.
0.1 % of an industrial power bill can be saved at most.
The Energy saving device cannot reduce a residential power bill, period.
Utilities themselves can save fuel and improve efficiency through the use of Power Factor Correction capacitor banks.
Generally it is not done by utilities here as we pay for their inefficiencies through our bills.
Probably hidden in the fuel surcharge.

Available and Cheap? Won't be quality.
Quality and Cheap? won't be available.
Quality and Available? Won't be Cheap.
Add the Government being in charge and you will have none of the three.

Unfortunately these business and residences are in some cases unwitting thieves of power,
having been promised great bill savings with the installation of certain equipment, claimed to reduce your bill.
The equipment, sold at greatly inflated prices do nothing to reduce power consumption, bypassing the meter reduces the measured consumption.
This pitch has come through the Bahamas in waves for at least the last 40 years.
Snake oil salesmen do best when times are tough.
Unfortunately the consumer gets hit with the arrears or estimated amount stolen because they did indeed consume the unmetered power.
The electricians scamming people aught to lose their licenses and be prosecuted.
Aside the theft aspect, the equipment installed is usually hidden in attics, and poses a serious fire risk to the home or business.

Heaping more bureaucracy and more rules/laws on top of old rules never enforced is ludicrous and choking what is left of the legitimate economy.

How could Bahamians be anything other than against when our successive Government administrations since 2001 have sequestered information and kept the public in the dark?
Even late last year presentations made to the public and business community are fraught with statements of "we cannot reveal" or "we cannot share that information because it would telegraph our position to the negotiators of other countries"
Given the total abject failure of these same Government administrations to even run a simple post office/hospital/clinic (insert your favorite peave here) successfully one can well imagine the total lack of trust or confidence the public has.
Further, while often touting their "consultations" with the private sector (whom they treat like mushrooms) one cannot find any that have been consulted with!
18 years wasted in which the private sector could be properly informed and preparing.
