Government and value for money are concepts completely at odds and incompatible, from bidding to procurement across the board.
Making new rules or even laws won't change the fact that both parties have in the past ignored or subverted the rules and laws. The jury of popular opinion will one day rule on this group also. If there is no accountability, there is no rule or law that will be adhered to by any of them, due to either expediency or corrupt favoritism.

And the private sector is still largely asleep! Our successive Government administrations have been signing and committing to all sorts since 2008, even before that, but without real private sector involvement, but They know it all......... Dumb asses.
