Complete lack of foresight for decades has led us down this path,
while internal compliance without signing onto these external requirements could have put us in a very strong position.
Kinda hard to turn it around now, given that we are so beholden to the IMF etc.

Ok Birdie, so this administration should cancel all fiscal commitments made by the outgoing administration in order to reduce borrowing going forward?
I like the idea, as damn near anyone entering onto a contract with such a bunch of crooks aught to probably be prosecuted.
However, canceling contracts and not paying bills is a sure fire way to lose any Government credibility remaining.
Now, if we could go after the $$ stolen, kicked back and otherwise pilfered.......
That aught to negate the need to borrow at all!
Locking them up would be icing on that cake!

From crap free healthcare to costly crap Free Healthcare.
Creating the "consolidated fund" was one of the first moves by the PLP to get their hands on the money. Throw it all into a big bucket and no one will miss a few million here and there.
Now with billions stolen, wasted, pillaged, and they won't stop.

Damn near all civil servants do this kind of stuff, endemically corrupt to the point that most of them have fingers in other pies.
Ministers included.
Port Dept officials conducting (for personal profit) the "required" coursework and exam for Capt. licenses, Road traffic dept officers "handling" company fleet vehicle inspections,
Straight down through the rank and file. I could go on and on.
Nationally, how do you fire 50+% of the Civil service? With whom do you replace them?
Can you even start to stamp out this sort of wholesale corruption?

PLP and FNM of old might, and did. It is called political persecution.
That I've seen first hand. However few they may be, there are some who Owe no one, Steal nothing, and do not survive by political favor.

Aside the conspiracy paranoia,
On site container inspection, hopefully for containers shipped to "at risk" importers
carries all sorts of logistical problems, many created by the very process envisioned itself.
Hmmm. Damages from unloading/reloading, missing stuff. Fraud potential walks in with every employee including Customs officers,
But keep trying, might get it right!

Being honest does not prevent accusation, or even questioning, but generally creates exoneration.

You honestly think with that precedent you would ever get any local or foreign investors again?
(aside the sell out to foreigners of land and services)
Forensic audit yes, go after the defaulters, publish the names,
but salvage it if at all possible.
The existing black eye will turn into seizures otherwise.

Digital meters are programmable to allow or dis-allow grid tied Solar.
