A water softener does nothing for Salt content: It removes dissolved solids and minerals. Irrespective of Mr. Scotts demeanor or personality he is right: the Port Authority is responsible for the regulation of Power and Water, which in practice means self regulation. While ownership of the GB Utility company may be one to two steps removed from direct Port Authority ownership, it is still ultimately owned by Port Shareholders. To Whit, They are woefully inept in all respects of their responsibilities under the H.C.A. Perhaps one day we will have a Government that acts like one, rather than the quickly besotted saps we always end up with.

The question is, what is the GB Utility Company going to to do about it long term, and why has it taken so long to even get rudimentary water quality? it is after all their responsibility. If it were not for the large Chemical companies a) making fresh potable water available to the public, and for free and b) the same companies jumping in to assist the GB utility company with their well fields/pumps etc, I doubt we would see a trickle of any water at all! It really is a disgraceful situation for the public in Grand Bahama, and a poor reflection on the Government, particularly the local M.P's.
This is one of many side effects from a lack of national planning beyond the 5 year cycle. Even the 5 year plans put forth fall far short. Zero Government continuity is creating dozens if not hundreds of Barriers to progress. Market forces will always prevail, in spite of Government assertions by voice and action that they are in control. That which is free will always be in short supply. Has there ever been an affordable Government housing plan that has worked? Has there ever been one outside of Nassau? Have any ever been properly built? Have any ever ben built without Major Cost overruns? It is good to see advocacy for the private sector to take action, but so many of the other systemic failures are standing at the ready to block any meaningful progress.
Salt water will absolutely destroy water pipes, faucets, heaters, any metal items by electrolysis. Fresh water does not conduct electricity. Salt water does and well. Which is why your ground well is drilled to the salt water table. The RO system is not yet operable, but I am informed they intend to blend RO water with some of the less salty ground water. A trick I can't wait to see work. The salt content fluctuates because the fresh water tables rises and falls with the salt water tidal tables it sits above. Those well fields have been compromised, which may well be permanent.
Click to Clear in itself is not the issue, anything they can do to increase transparency and the speed of the clearance of goods, and reduce graft and revenue leakage is a good thing. It has had its teething pains, both from within and without, by the brokers and the public. Unfortunately the Hawksbill Creek Agreement has always received the ire and attacks of Bahamas Customs and the Political Government. The Customs Management Act gives the Comptroller certain authorities, and over the years Bahamas Customs has taken others beyond their authority. Court rulings have shown that even authorities must at times answer to higher authorities when they err. Hopefully lessons have been learned, and will not have to be re-learned the hard way. The multiple court rulings stand, and must be observed alongside the Customs Management Act where it concerns the Hawksbill Creek agreement. Business, the economy, the treasury, needs certainty, not arbitrary and punitive. Time will tell.

And the reason Freeport is the last Island to implement (over 2 years later?) is due to the fact that former Ministers of finance and Customs controllers Recognized and conceded it could not be implemented in Freeport. They then write a "module" to accommodate the Hawksbill Creek Agreement, but do not consult with those in the private sector who are willing to assist them, and actually understand the H.C.A, its operation and what is workable, in light of the over 8 Legal cases that have challenged and prevailed over the Governments disregard for our Statute laws. The Government has never appealed any of their lost cases, and yet continue to ignore the court rulings which stand. Notice they always claim they "consult" but no one can find those who were consulted with. Certainly none of the businesses that have helped define the actual practice. That is called insultation, not consultation. One must also understand that "Click to Clear" is as much a Government revenue enhancement mechanism as it is an attempt to streamline import processes. Who wants to live in a country in which the Government Ignores its own laws? Who wants to be subject to the arbitrary actions of any rogue Senior civil servant or Elected Official?
When the native American Indian Chiefs realized their tribal cadre would accept trinkets and baubles as payment/reward they tried issuing their own trinkets. No one wanted them. No doubt some of the recipients deserve recognition, but so many others past and present have been and are are overlooked. It demeans the exercise.
