If they could get as creative with fighting crime, providing the healthcare they say they want to run, etc but their creativity is limited to a $$ grab. An incompetent and misguided regulatory body with very little technical capability. Not sure why they think they can regulate batteries. Their report speaks of greater uptake for solar and encouraging its development, while they create new hurdles to overcome. Will they license AA and 9 volt batteries also? Easy enough to stay away from their regulatory sphere, solar and batteries. Their questionaire and report was pretty remedial anyway. Wrong questions being asked.

Government is the consistent provider of unintended consequences. Voters get what they deserve rather than what they want. Government cannot get or provide value for money spent. And no, Government doesn't listen, has never listened to strake holders. Perhaps when they tout the great consultations they keep announcing a list could be provided? I can never find anyone who was consulted.
No one said income instead of VAT. It will be alongside, make no mistake. Duty has to fall to 8-10% per WTO accession, however this admin has said it isn't a priority to join WTO. The required duty drop was the reason for VAT in the first place. In short, Government wants and needs more of your shingles.
