Ironic tho the extent to which we ignore all other laws, and immigration law also, until post disaster, and this is the law to be militant on. Government and Bahamians have created this "problem" if it must be called such. The Political rhetoric feeds the vitriol. The Immigration Dept's reputation for stealing and dishing out inhumane treatment feeds the fear. A vicious cycle. It will only get worse, and is being completely mishandled.
And therein lies the inalienable truth of disaster response: Government can facilitate and aid, but will never be able to run the response. Government will never be a first responder. First responders are by their very nature non political, talented people helping people directly and to the point in an ever expanding synergy of pure effort and unlimited resources greater than any government can muster. It is a bottom up effort. Government is a top down organization, always concerned, to the detriment of its people, with control. Writing legislation for the Appropriation of private resources and talent is the irrefutable example of this. Increasing their ability to Control everything is a compounded example of this. To trust Governments, the most untrustworthy of all human associations with unlimited power to direct, with the hope they will not abuse the self assigned power, is folly.
"He said that Hurricane Dorian has shown first hand that changes must be made in the Disaster Preparedness response plans" A good start would be to put some preparedness into the operation of the Act. Amending acts does not change the lack of operational capability or lack of competency. Amassing more "power" does not competency make. It creates dysfunction. Ever notice the National Guard Stations around the U.S.? Full of trucks and equipment. Well maintained. Used in drills of various types, in which people get dirty and learn how to cope with adversity and hostile environments. There are no donuts and buffets at the meetings. No, instead the Government will just appropriate the resources of whomever they please, and operate same with no general skills or operational skill set. Besides, they all get changed out every 5 years os so eliminating continuity of knowledge and skills. Do they even have an operational manual?
But the Government has set a precedent for rewarding late or delinquent payments: The Real property tax discount! That's right folks, defer payment until a massive discount is offered to bring your tax/power bill/ wqter bill/ etc current! Let those poor fools who pay in full each month by the due date foot the bills! Does no one else see how asinine this has become?
Always at least one of the elected, either side, that neither understands the limits of their authority, nor their rules of engagement, and completely overstep. Note the use of the proper word, Authority. Not Power. Power is assumed. Authority is granted. Authority is defined, and if there is accountability, contained. Power feeds ego, which feeds vanity and leads to any number of well defined human defects. Without checks, there can be no balances.
"In short, we’ve been promised stable power supply and at a lower price – and people are ready to hold BPL to account if it fails to deliver." I don't agree, as a people we don't seem to have the will to hold anyone accountable, least of all political or civil service and essential service leadership. I remember the Water and sewage debacles of the 70's and 80's. Rusty water if you got any at all. The PVC Pipe and contracts scandal. We are so used to the sloth and avarice in Government we don't even use words like Scandal anymore. As long as we expect corruption and incompetence, we will accept corruption and incompetence.
The interesting thing is it cannot be implemented in Freeport. Ever. Court cases and privy council rulings are a huge sticking point. Of course it is expected they will attempt to bludgeon it through but they will find themselves once again at the wrong end of court rulings both old and new.
Birdie is right on this one: Every Ingraham deal was bad and has come home to roost. To wit, no mention has been made of pre-clearance ever returning. Not only must all airport facilities be up to snuff but also U.S personnel housing, schools, food stores and water suppliers and security. All former staff have been re-assigned elsewhere. So the temp building option may suffice for general international flights security wise but not for pre-clearance. However if Hutchinson does the insurance collect and run, the remaining shareholders are left holding an expensive bag without the money to rebuild.
