Fox was convicted of human trafficking, Its assumed that he handed over all the ill gotten gains of that and started fresh. I wonder if they'll all leave when the gangs they created (somebody have to do the donkey work) run the streets.

This is a bad explanation. First a deadline is a deadline. If you complete 2 seconds before the deadline you've complied. If you want people to comply earlier move the deadline up. Secondly, if all that is required is a wire transfer why have the system? Third, the govt knows exactly how many users will access the system, it's some 45,000 businesses or so at the upper limit. In terms of systems, that's a very small number. All 45,000 should all be able to complete the same transaction at the same time.
The statements from Inland Revenue attempt to whitewash the real problem and shift responsibility for the bad decisions made by leadership to a convenient scapegoat
Finally, dont wait for someone to tell you something doesn't the work. Allocate resources to perform the testing that wasnt done.
