What does "*not providing access to the SeaZPass system’s back-end process.*" have to do with anything. I've never heard of such a thing before. I wouldnt give anyone access to my "backend process" to mess up configurations. Give them a dynamic report, so they can see activity in real time, that's it.

Once you have the list of objective concrete criteria, you compare it against anybody's resume, not just the next socially promotable person.
We need to stop this guessing game of leadership, followed by "give them time, they never do this before"
Are the costumes finished? Will gaps be filled with hours of non-entertaining boring scrap groups? Will anything change?
The problem with scrap groups is the fun is only in the participation, not the watching. You cant ask people to pay for a ticket to be "entertained", show them hours of *scraps* and then say, "*well, junkanoo for us*". Scrap groups should be moved to their own, "*bring your own costume*" fun rush day. Bahamians who dont want to spend months pasting but love junkanoo and tourists would love it. They would also love a true marquee event junkanoo parade now free of low quality "noise", with shorter viewing time, and goal of "*spectator targeted **quality** entertainment and pre-inspected costumes*". Nobody want to see the music makers or prodigal sons with one finished costume. They can be part of the fun rush. You cant argue that you have to be a part of the main parade if you have no costumes.
