Does not surprise me, at all! The place is steeped in corruption. If an American accuses us of corruption, we get made. It is the truth. The Gobment needs to tax corruption because it is so rampant. Imagine if any law enforcement, with the permission of the court , had video of all the number houses gambling activity, where would we be? If a tourist can acquire evidence , why could the entire police force and the commissioner have gathered evidence against the numbers boys? That is the million dollar question. Who can answer that one?
