Assigning a building as a shelter is the easy part; providing ongoing adequate funding to keep it open will be the real challenge. There is an almost endless line of abused women and their children who will need this facility. If it was 10 times larger then it would probably still be 10 times too small.
The country has 10 national holidays. There are 280 working days in a year. Less at least 10 days annual vacation, less 5, usually, days off sick. So actually 255 working days. To add another national holiday will decrease the country's PDP by about 5/8th's of a percentage point. Many tens of millions of dollars irretrievably lost. It seems that We have never been blessed with a majority rule government that either understood, or cared about economics; it is all about All For Me, Baby, and how can I use my position in government to earn a million dollars in 10 easy days. Sigh.
These comments from the minister so remind me of the similar comments from the corruption smeared Pindling Cabinet ministers during the 1980's drug fueled Nation For Sale years; " It is not our fault that we have drug smugglers running cocaine into the US, it is your fault for having people who want to buy it." But, hey, it is always easy to blame the Messager if you do not like the message. Sigh..

So who paid the man who attacked this innocent statue? Who provided him with a bullet proof vest? No normal citizen has access to acquiring a bullet proof vest, so that narrows the list of perpetuators to a very short list. Does the RBPF care to know? I think not.
