Thus dude is just unbelievable. If you will blame the speech writer, it means 2 things:
1. He did not read your speech over before coming to parliament
2. He is clueless about the finances of this country.

So rather than rant in a letter about it, just edit it.

The speaker is ignorant on how NEMA operates, and doesn't have a clue on how the House should operate, so like you say, she will wait for her prepared statement and directions.
