in the past i recall some unscrupulous borrowers who used their loan money inappropriately and conducted their busieness in manner where profits were not possible. they sued the bank, they lost, the employees were never paid. it is really disgusting because the bosses enjoyed cars and houses and boats off money that should have gone into the building.
the landlords may not be willing to rent from those who come from the shanty town. In a shanty town you pay as you go, when money runs out, you go without electricity or water till you get some, this is difficult to do when subscribing to regular utilities.
when the money runs out, you glean food from friends and family.
they might last a few months, till they find or build another shanty to go to.
the bible says the poor will always be with you, the shanties will sprout again.
and, truth be told, if you have a poorly maintained mansion on the waterfront, they still tax you based on the area.
real estate agents are the second oldest profession. he wants the guy with a 2 bedroom apt in Palm cay to pay the same tax as the guy in a 3 bedroom home on carmichael road . lol.

this is not true, many have paid fines to customs, even if story not in the newspaper.
i know of a man who went bankrupt as he had to sell all his property to satisfy customs.
you might want to check headlines for the past 2-3 years.
