the main reason why things take so long in the bahamas is the lack of productivity: civil servants, and some private sector employees too, spend too much time having breakfast or lunch and running other businesses outside their place of emplyment.
Other, are too dumb to actually do their jobs(got them by patronage), but they waste just an equal amount of time.
the second main reason is the lack of equpment or resources: computer, paper, books to consult, atc..

No, the Bahamas is not realising its potential in property tax because the rich or politically fortunate simply don't pay. Probably because they have their political patrons place phone calls for them.
The reason I do not pay property tax is because my home is not worth anywhere near $250,000, so lawfully I am not liable. When the exemption use to be $50,000, i had to pay the balance over $50,000.
The late Paul Adderley once said: in the Bahamas only the poor or the unfortunate pay taxes.
Sadly, they have made it illegal for one to discover that someone does not pay property taxes. If i were able to find that out , I would refuse to patronize businesses which were behind in their taxes.
