On a table showing "How VAT works" there are examples of pricing with customs duty alone, example under vat with markup on customs duty only with VAT, and mark up on customs duty and vat.

Are they showing examples of what's not allowed?

I would rather VAT than a payroll tax.

A payroll tax is not going to capture services, and only the schlemiel on payroll like me are going to pay it. My former bosses were not on payroll, and used to say they did not pay themselves salaries so they could pay ours. But, they used company credit cards and checks at food stores, bought 'company cars' that they drove around, i.e. they were very well compensated.

So lawyers, doctors,, shop owners, etc.. get to live tax free.

From a Math stand point, as stated on the white paper, both a payroll tax and income tax will not collect from too large a sector of the population.

In that sense, vat is fairer than payroll tax.

From what I have seen at the POS software at Solomons, there are already fields for taxable/non-taxable.

I actually thought VAT listed was a nice feature, so people would know what is VAT-free and what is not.

For England, people publish lists of vat-free items so you know to buy chocolate bars or chocolate covered cookies, for example.

You could close the stores half day on June 30th, or or, implement the software earlier and deduct the VAT at the point of sale unyil July 1st.

Yep that was in Barbados, here in the Bahamas the government controls spending very well, and has no over drafts.
