Most of the problem lies at the feet of the Bahamian people because they think these kind of things is only tie to one party. The Bahamian Government function on cronyism, and when a contractor is tie to one party or the next he can get away with almost anything, so they would cut cost everyway they can and wouldn't have to suffer no consequences unless in a situation like this where some fool burn down the building and it came back to bite him.
He only have a problem with things if it is affecting him personally, how about quitting if people don't pay their light bill and then go out and pay yours while you are at it. How about having a problem with all of the money owed to BOB and then go out and pay what you owe. Other injustice is going on in the Bahamas but it doesn't means anything to him if it is not affecting him personally.
You are right. Most of the focus should be on better technology to curb those that are coming or else you would be paying for transportation to deport folks out of your backside for a long time. No sense in just sending 100 home and then have a 100 replace those in a few weeks
How do you determine who is illegal and who is not? A lot of people in the Bahamas has French names that are legal Bahamians and a lot of Bahamians have high cheek bones, so tell me how do you differentiate who is legal?

It was probably a contractor who knew someone and they told him to under bid to make sure he got the contract and then come back later for more money.
