Maybe the '2nd wave' is simply more representative?

As of Friday, the week wasn't done. So was she comparing the past 5 days to the previous 7 days? I hope not!
Look at the 7 day numbers, week over week as of Friday Aug 7th

theory: the 23 were reported in Wednesday's number. the PHA then issued the statement on Thursday.

So an auto-only store remains closed.
An auto and hardware store is allowed to open for both hardware, auto, and whatever else exists in their store.
Seems fair. AID will say, its hard to in some cases differentiate hardware from auto.
