That's like saying the Bahamas Agriculture industry is taking off and then lists all of the govt corps who started to buy vegetables from farmers.
It probably did the opposite. If the US and world economies are doing well then yes. However, if you have Atlantis with its 3k rooms open in the slow season, during a pandemic, during a great recession why would the other hotels want to add even more inventory.
There is a basic cost to operate these hotels and they can't make money at 10-20% occupancy. Perhaps Atlantis is gambling that they will get most of whoever comes. Also, Atlantis is owned by an Asset Manager they may be thinking of getting revenue to pay off their debt.

Why cant they offer takeout and deliver and others have ben allowed to?
There is no answer that makes sense. Continue to choose who stays in business and who doesn't.
