That's reported cases. A lot of people don't get tested who have symptoms and you also have people who are asymptomatic. Also, the government tends to downplay the problem. So, I doubt he is being alarmist. I doubt the IMF is looking at this on a granular level. It's concerning that there is such a discrepancy in the numbers on the deficit. That needs to be explained by the government.
