Grocery shopping, people pick up items and put them back on the shelf which is a real potential for spreading the virus, or you have multiple people at the same place along the aisles. On the beach you can keep apart from others and you don't touch anything that might pass the virus along. Common sense really, but something that is sadly lacking here.
So who is going to finance and build the hotels? And where are they going to build them. Successive governments have failed to invest outside of Nassau when it comes to building the infrastructure that would be required before any significant building of large hotels can be accomplished. Or, are you expecting them to be built in Nassau, where infrastructure (and available land) is already at capacity.
Agreed ! He obviously has no conception regarding the benefits of economy of scale. The overall carbon footprint of a large cruise ship is significantly less than that of several smaller ones

So who should be tested then? You can't test everyone. And, just because you test negative doesn't mean that you can't become infected the following week. You'll end up testing the whole population every week for the rest of the year, or more. Probably the best approach would be to test only those that are showing symptoms of the virus.
Might be like auto insurance, where the vehicle title has to be given to insurance company in the event the vehicle is written off. This prevents unscrupulous people selling on, or buying, a 'written off' vehicle, fixing it up and then selling on what is now a potential deathtrap for someone driving it on the road. In this instance, maybe the insurance company doesn't want them to 'fix' up the property and then live there (or flip it to someone else), as whatever is left of the structure could be compromised.
The hotel has been closed (with the exception of the Memories area) ever since Hurricane Matthew hit in 2016. Even back then, most people, including the government, knew HW were not going to fix it up. I believe the government at the time was the PLP, and like the current FNM government, they too didn't exactly cover themselves in glory. But then again, you would never admit that would you ?
