The solution is simple -- the Govt needs to purchase whatever piece of equipment that is necessary to process these rape kits. It isn't a "requirement." It's more of a "suggestion" or recommendation. The IMF does this type of analysis on most countries and it serves as an outside source of information and guidance. Rather than relying on internal fiscal studies, which could very easily be "biased" for political reasons based on which administration is in charge of the country at the time.

At the end of the day, does it really matter which party or whom is responsible? Not really. Instead, what really matters to most folks that have been impacted by this is that the issues and problems need to be fixed immediately. Why can't someone take charge and correct the issues at hand? Why is it so hard to be pro-active and have the foresight to plan and prepare for these potentials issues BEFORE they actually occur? Does anybody within the Govt have an education beyond the 5th grade????? This isn't rocket science and not hard to figure out.

This was exactly my first reaction as well... .how in the HELL could the writer of this article reference the fact that sales were down in the same sentence as the fact that a teenager was almost murdered? Incredibly insensitive and horrible journalism.
