How about we put this out to tender and look at bids that are not politically connected? I'm pretty sure this can be done (and done properly) for under $20 million.
This $90 million is going to top $120 million once the rest of the cronies get their sub-contracts.

It's not that simple. Imagine you have a young daughter who wants to work in Eleuthera, where is she going to live? You think she, or anyone, will buy a piece of land and build on it in order to begin a job that may only last a year? And even if you are rich and can afford it, you think the business owner is going to wait for her house to finish in 10 months? There is simply nowhere to rent in most settlements. NONE! Businesses on the island will need to start building their own staff housing if they plan on expanding in coming years. Which is a huge expense that hardly any of them can afford. It's sad because the islands are ready for huge growth, but the lack of housing will end that before it even starts.
Do what other countries do a declare a state of emergency regarding illegal immigration and make some rules to bring it to zero until such time as Haiti normalizes.
I would also ask the UN if they have a number in mind as to how many asylum seekers / refugees they think our economy can handle each year. Is 1,000 a year too little? What about 10,000? Maybe they think 50,000 is reasonable?
Before we think about accepting refugees we need a way to ensure that they enter the system properly so that the government can collect NIB etc.
I think this is God's way of slowing the disastrous effects of overpopulation. True believers are the last people who should speak ill of God's plan. After all God created man to do all things necessary in society - good or bad.

So who exactly are you targeting? The driver? Or the owner of the vehicle? Or the owner of the taxi plate? The owner of the plate is the only consistent party, but even then a good portion of the taxi plate owners are dead and have been for many years. This is a scam piece of verbiage.
