The Minister of Finance should be removed from that post. He obviously does not know anything about ethical behavior. It's like a cashier taking money out of the till to buy their own lunch and after the till is found to be short they pay back a little bit that day and a little bit more a month later. How would kick backs work if government wasn't providing the housing product themselves? Sure putting people in repossessed homes would help the banks, the new homeowners but it doesn't help the under the table transfers. And why put people in cheaper homes that are elevated and in mature neighborhoods when you can put them in poorly constructed swamp dwellings?
