I conclude that the hackers are probably in their 60's. Reason: only they would know how to hack into a Commodore 64 and get around COBOL 'firewalls'!

We had better listen now. I like my conch and hope that I can go dive up a few each year when I retire. Conch is a lovely treat (with a beer) fresh out the shell on the beach.

Is there a 'mating season' for conch that could be closed and have a meaningful effect? Without knowing the above, I think the best solution is to assign two officers for Potters Cay and two for Arawak Cay, whose job it is to check conch maturity. A fine of $50 per conch could be written up and after three citations your stall/business license is revoked for a month. After three more citations a $10k fine plus your business is shut for a year. Two more citations after that then you are restricted from any future involvement with any part of the fisheries industry, fined $50k AND 3 months in jail.

Why is Government discussing this with these known ex-criminals. Just tax the f'ers and let them cry and take us to court to try and get their criminal money back. Put the onus on them to prove their case. Hopefully they will close down as a result which will save our communities.
Until all of the numbers criminal's proceeds of crime have been taken from them, their words, promises and complaints mean absolutely nothing to me.
