as i previously posted elsewhere, there is nothing wrong with the code, its the enforcement of its requirements and the endemic corruption of some building inspectors and greed and carelessness of some builders...
this is the tip of the iceberg. i would venture to say that if he audited customs, immigration, W&SC, Bahamasair, bec, zns, nib, etc., the public would find this sort of excess across the board. its how gov't operates, keep base pay moderate but give any amount as OT... another example, if u need one, of how we got where we are financially... nobody stole it, its the ridiculous conditions they agree to in contract negotiations....

except for those who were asleep, we've seen this push coming for years... poor management of public service, too many lousy gov't corporations propped up by Treasury, lack of accoutability so you have a building burn down, contractor does not have insurance that was a prerequisite to contract award and nothing happens, etc , etc. now you would give the same folks even more money to manage/waste? its going to happen sooner or later unfortunately since we let things get out of control, but dont believe for a minute imposition of income tax will make a difference for the better...
what do the sticky fingers people do with the copper? we don't manufacture any here so i would look at anyone trying to sell copper with a jaundiced eye while i call the cops...
it all sounds harsh, but it may have to become a reality.. imagine if Irma did to the SE islands what happened in Barbuda, St. Maarten and BVI? How many bllions are the taxpayers prepared to go deeper into debt? those islands are the top of the list of economically depressed towns in the country, they could only ever think about reconstruction after a major hit with gov't money.. i doubt 10% have home insurance.. sad picture, but some future generation of bahamians will have to address it ..
BPL seems to be intent on shutting down country ex for Nassau.. maybe a bit much? no need to make the whole event more unbearable than it has to be i wud think.... anyway....
unfortunately, island living in the southern Bahamas has always been difficult and will likely continue to be so r get worse. there is nothing gov't can do about it, its the history of the place and lack of resources. those folks will not leave permanently because its their home.. we can all understand that.. i would do the same in similar circumstances... sad situation..
