Government has no logistical skills, No heavy equipment, no destination in mind and no unified leadership. The whole disaster response effort is a ground up effort that expands to fill the ever changing needs week by week. Government has yet to get a grasp on what is needed and how they'll do it. More meetings must be needed.
But Government sets itself up as the great provider and fixer of all that is wrong. In reality Government is at the root of the problem and quite frankly incapable of solving the problems that it unto itself creates. Sad situation for those waiting for Government to solve their issues. Meanwhile Political Constituency offices are now distribution centers. I expect the usual political tit for tat for political milage to rear its ever ugly head in short order.
We have a code, and plans submission and inspections are required, But many structures are not up to code. Government Department failure. Mr. Bain speaks to their obligation and thus illustrates their neglect. Nothing else really needs saying. Zero Enforcement strikes again and again.
Most of the problem with all these arbitrary changes is just that: Constantly moving the goal posts. Same with the constant dicking around the duty rates. Do they ever trend to see either positive or negative effects? I doubt it as i'm sure they'd be bragging about revenue increases. Visitors and businesses need consistency. Planning needs consistency. What part of this do they not get?
You cannot legislate to alter behavior if the Behavior is already entrenched and economically supported. One look at the criminal code and recidivism tells any fool that. The law is to keep honest people honest. Sugar is as addictive as Crack, and takes a serious effort to break as a habit. I'd like to see the Government balance their budget and seriously reduce graft and political corruption before they delve into my personal choices. Perhaps if he set an example by avoiding Starbucks or at least Jogged there every morning?

Hobbling from stop gap to Stop gap is no way to respond to a disaster. A comprehensive plan easily followed seems beyond Government capabilities, but should be one hundred fold easier given the number of NGO's that have flooded in with expertise and resources post Dorian. NEMA is not a Plan: NEMA is an empty shell or structure praying to be filled with competency when needed. This is not our first nor last Hurricane, and although destruction is at unprecedented levels The basic response should be the same, scaled to the severity.
The Elected, with the support of the Civil service have perverted most Government services far beyond their clerical function. Waiting for Ministers to personally approve pending documents or convene various board sittings, endlessly stalling and hamstringing everything. No Civil servant has the power to deny: They can only inform as to what is required in order to grant approval. They must follow the rules, which do not include the power to deny, The ultimate in control. The public must obey the rules, not the administrators of arbitrary rules and their denial of service propensity.
