Demolish and rebuild the Rand, however there is neither the money nor the competency to do so. If Government building Fire stations @ more than $500/sq ft is any indication. Interesting that the Government has completely omitted the People of Freeport. Businesses have the Hawksbill Creek Agreement with pretty much all the concessions given but families/homes of individuals do not. So 60% + flooded Freeport homes are irrelevant?
For 50 Years the Civil service has taken people who can think to a degree, and trained them not to. Most civil servants fear their immediate supervisor 10 times more than the P.M. or any minister. Most are place keepers, devoid of any drive to fix malfunction and disfunction in their ministries/departments etc. When things get serious, they get paralyzed. I've seen them catatonic in Frances, Jean, Wilma, Matthew and now Dorian. I have also seen a spark or two, so it is not a 100% write off. but damn close.
Ya know, They seem to think that terminology like "summary conviction" and Mandatory evacuation and "if the minister deems it necessary" in ALL legislation passed over the last 27 years, means anything in a country with zero enforcement, but all it all means is more power and potential for abuse of power in incompetent hands. Just as the Nema Legislation gives the Minister the power to appropriate private property/assets with terms for repayment to Follow. Again, refuse and Summary conviction follows. If they ever act in such a way the result will be no assets to seize going forward. They just don't get it. Title and power mean nothing if it is not coupled with logistical skill and purpose with the greatest amount of viability and Trust.
NEMA is and will always be hobbled by lack of competency, lack of public trust, lack of funding, and by a constant rollover of the same old appointees pulled from a file drawer of political favors owed, for the most part. So sad. Having said that, there are a few who know what to do, and how to get it done, who can think on their feet while chewing gum.
Hmm, ok, move people to shelters which have (historically) collapsed and been declared unfit for occupancy, from individual homes which are likely better built. Mathematically a stupid move. Logistically a nightmare with the potential for even greater death tolls. Maybe looting is now considered "wealth redistribution?"
