The Primary Failure responsible for Freeport Belongs to Government, stemming not just from "bend or break" but a complete lack of transparency surrounding all subsequent "deals" between Successive Government administrations and the GBPA operating principals. Licensees have been consistently trampled by government and port alike and never consented to the myriad of changes and amendments, done "ultra vires" The repeat of a Bend or Break approach will no doubt re-create another disaster of the past, known as Hatchet Bay.

That the Port Authority has not lived up to the HCA and its amendments speaks volumes about ownership and successive Governments both.No Government has ever acted properly as Government should.
"Expressing surprise that Mr Halkitis had revealed the "rebates", which the Davis administration had requested petroleum dealers stay silent on," so they get a $6mil rebate, in secret. Wow. Indentured servitude under the misnomer of taxation. This has been coming since 2004, but we don't read or even want to know. Until it appears inevitable, and even then we just want someone to tell us we will be alright. And duty rates were negotiated to come down to 8-10% by 2025. We shall see what we shall see.
