Freeport is a more complex mess than the rest of the country, but no less a mess because of political agendas and collusion for special interests since the first PLP administration.
Bend or break, immigration xenophobia, placing political operatives in strategic places, sweetheart deals and the still missing 7% government shares, the Sell out to Hutchinson in exchange for electrifying east and west end G.B, allowing the sale of essential services like Freeport Power to Southern E, then Marebuni, Mirant then Emera, with the Port shareholders pocketing the money, skimming money from maintenance fees, allowing the stripping of assets from the Port proper into private shareholding,
The only thing missing at this point is Caligula! (unconfirmed)
As for Freeport being FNM or PLP territory, BOTH have raised much for election coffers from the Port Authority and shareholders.
They all play a profitable game at the country's expense.

Notwithstanding the Bahamas Ships Registry, the issue is with a particular, and privately run and owned Port within the Bahamas.
Again, The Port Authority has proven itself to be an unfit regulator, conflicted by its profit driven asset side, although they do not seem very good at that either!

WTO will not involve itself with the country's internal issues, aside trade dispute resolution.
The scary part of the story above is that it is our Government which negotiates on our behalf, without any real consultation with the Business community which will have to conform and fund via taxes the increased Government bureaucratic costs and suffer the increased red tape and incompetency.
Virtually all legislation new and amended over the last 20 years has been driven with the need for Compliance with WTO rules.

The crime here is the apparent destruction of half of the plants through improper handling and transplanting.
Uprooting is just that, destructive.

If these plants were on private land however, was the owner compensated, or did he gift them to the Research facility?
Is it a protected specie? if so, were the correct approvals issued by the appropriate dept?

WTO accession is more the over-arching cover for the actual trade agreements signed,
in our case the EU-EPa and the carib-can.
Known as Super WTO Trade agreements, they go beyond with respect of trade liberalization in both goods and services.
Disputes arising are presented at the WTO.
The onus to lower duty rates is due to their being viewed as barriers to the trade of goods from other countries, and to stop import duties being used to protect local products.
"Most favored Nation" means none can be treated differently, nor above anyone else.
Think about that in the Bahamian context, and one should immediately see conflict with our xenophobia at least.
