Whether PLP or FNM, you still have a certain lack of comprehension within the ranks of the Civil service. Not their fault. For 40 plus years they have been taught not why they do what they do, but just do as I (inset minister of the day here) So irrespective of the National d- average, they have been dumbed down via habit and practice. The issue with this is the level of competency has now dropped far below barely functional levels. Irrespective of our Ease of doing business ranking ( at 119 of whatever it is) So it ain't Turnquest, it is the lack of tools he has to work with.
Sorry Marlon, there is a certain competence lacking in all that Government does, particularly exemplified in Government Hurricane response. With a minimum of 8 storms since 2004 but Government has to try to re-invent the wheel every time. Pathetic and incompetent. If they would consult with those who have done this 7-8 times and have developed proven methods, safeguards and have moved mountains we might actually get somewhere.
There is no plan. And, at this point, Government does not see the need to create a plan. Or do they? If such a plan were presented, would they accept it and stand back and facilitate it? Or would they meddle, mangle, and otherwise kill it in their traditional way?
No amount of Money thrown at BEC/BPL will ever slow or reverse the monumental failure that it has been, is, and will continue to be unless the mindset that created it is removed. Political and Management, Engineering management. BEC/BPL is polluting the world of Alternate energy, stalling, mis informing, and desperately wanting to control it. Dinosaurs in thinking, slow moving, and destined for extinction. Unfortunately, they are being allowed to take the country with them. Politicians want to give them our money to take with them. A continuation of the recipe for disaster.
Emera is no better in electric costs than BEC/BPL, but they do keep the power on more consistently. The quality of their power is infinitely worse though. No, This over the top scam is beyond the pale, adding injury to insult. Forcing people to pay for Utility misfeasance opens the door for all sorts of "forced" billing, Added costs, easily challenged in the courts.
The courts are supposed to have the final say, but we have had successive Government administrations that Ignore court rulings right up to Privy council rulings! I can give at least 10 examples. written rulings and Injunctions against Government and its agencies overstepping their boundaries or Misinterpreting the rule of law. Sometimes intentionally.
Perhaps those Bahamians themselves, from Loftus Roker to Fred Mitchel, et al, are themselves insecure in their citizenship, be it by lack of certificate or psychological deficiency. Either way it is a disgrace for their personal predilections to have become national policy.
