I put it to you Mr. Miller that think the biggest problem with BEC is not the double dipping and overtime wastage. The biggest problem is that special list of persons whose "current" never gets cut off when they don't pay their bills.... starting with you!
"functionally illiterate"? To the contrary, the institution gets my approval for teaching you life lessons and preparing your to attend virtually any university abroad. I wish more students would go there first.
From all accounts, the notices to vacate were ignored so I have a difficult time feeling sorry for the legals much less the illegals. This problem has been festering too darned long.
Here's how this works: You borrow $60 million under pretense that the country broke and you need to fix up the now devastated islands, then give the contracts to your cronies. Cronies inflate their prices so ensure they make double or triple what the real value of the job is. You get your kickbacks from the cronies who give you a cut from the deal and, vola! Everybody rich!
