Make the Auditor General's Office an independent institution at the same level of the CBOB Governor or the CJ ......... This is the only real check on the Government that is working.

This is the problem with polling or referenda ....... a minority CAN dictate the destiny or outcome for the majority. A strike vote should not be legally allowed if 50%+1 of the TOTAL membership does not vote YES. In this case, 160 members would have been needed to vote YES.
